Acacia

  • Industrial Agreement negotiations are progressing slowly while discussions around “safe staffing” are taking place.
  • The recent decision relating to personal leave (10 days) is also holding up progress.
  • Currently in dispute regarding recognition of service for new Officers.
  • Issue emerging regarding potential targeting of Officers who are reporting unsafe incidents.
  • Short staffing remains an ongoing issue.

Academy

  • No delegate present.

Albany

  • TOMS access issue for Senior Officers now resolved.
  • Andy Hughes visited recently in relation to potential unit closures.

Bandyup

  • No delegate present.

Boronia

  • No delegate present.

Broome

  • Recent issue with the provision of meals for nightshift staff.
  • Current disputes include VSO Orientation and CABA Allowance.

Bunbury

  • Superintendent wished to discuss WAPOU Branch Meeting minutes at LCC.
  • Chemical agent and restraints are now available in every unit following the matter being raised at PCC.
  • Superintendent wants to reduce Officer to prisoner ratio in Education.
  • Initial fill of prisoners has commenced into the newly opened units.
  • Breathing apparatus training and its location within the prison an issue being discussed at LCC.

 Casuarina

  • Local relationships deteriorating, eleven disputes recently lodged.
  • Redeployments under E6 causing issues.

DDU    

  • Worksafe investigation into use of attack dogs ongoing.
  • Still an issue finding suitable detection dogs, with the ongoing dog shortage causing issues within the unit.

Eastern Goldfields

  • Members resigned to the fact that the Commissioner is not interested in discussing staffing issues.
  • It is apparent that he has decided to persist with local recruitment.
  • The summary of the business case that was recently provided was not helpful, leaving members angry.
  • Superintendent appears to be prioritising behaviour of security ratings of prisoners.
  • GROH housing stock and inconsistent allocation still an issue. Some Officers transferring further north as a result.
  • Still a very high percentage of Officers on probation.
  • It was noted that Tony Vavier, who has done an outstanding job as a WAPOU delegate, is soon to transfer to Bunbury.

Greenough

  • Major infrastructure works yet to commence in unit 4 (female precinct). Will require the removal of male prisoners currently residing there.
  • It looks like it will be at least two years from the riot before females will be back in unit 4.
  • Negotiations on a revised E6 have commenced.

HAKEA

  • Good resolution to the meal breaks dispute at stage 2, after it looked likely to go to stage 3.
  • Stage 2 dispute meeting requested regarding removal of the OIC allowance for Senior Officer Operations.
  • Nightshift minimum staffing an ongoing issue.
  • Adherence to E6 still an issue.
  • Consistent short staffing leading to a backlog in prisoner prosecutions and assessments.
  • Recent issue with security staff not wearing their departmental identification.
  • Recent “Poker Run” was a great success and enjoyed by all who attended.
  • With Movember coming up, Hakea has issued a challenge to all other prisons on fundraising ($/Officer).

Roebourne

  • No major issues to report.
  • Some minor infrastructure works proceeding.
  • No disputes due to cooperative management.

WKRP

  • Trial of climate appropriate uniforms due to commence.
  • Good outcome recently on access to GROH housing for local recruits.

Work Camps

  • No issues to report.
